Toggle-comment shorcut for files without '.py' extension #12525

This is a suggestion of improvement regarding the toggle_comment shortcut. The latter seems to be disabled for files which are not Python files. However it could be useful in some situations, for instance when editing YAML files in which the comments works the same way as in Python, i.e. using the '#' character.

Thanks for the suggestion. We don't have plans to implement something like that right now, but you're welcome to give it a try and submit a pull request for it.
