upgrade of Eclipse based installs broken

Upgrading a plain 4.22.0 install to the latest snapshot builds doesn't work, the upgrade complains about a missing dependency (related to gradle tooling).

Added missing bundle to distribution update site via 0c5f0bd

Works now again, seemed to be the only missing piece.
