[bug] Apps built on Windows cannot be deployed using ACS

Because of an encoding error, the ACS API doesn't accept apps built with `contentctl build` if built on Windows, which has a different default encoding than Linux when reading and writing files.

I have a fix ready, but I can't really open a PR before #322 is merged.
