Not able to update QOS, ENI object after initial config #3203

After configuring QOS and ENI, we are not able to update any of the configured objects.

No logs are seen on sairedis.rec log

logs on swss.rec during ENI update:
2024-06-16.09:53:43.568382|DASH_ENI_TABLE:001111110001|SET|pb: (2Vnet100-0000-fb00-007000000002"

logs on swss.rec during QoS update:
2024-06-16.09:56:27.409541|DASH_QOS_TABLE:qos-1|SET|pb: qos-1
