Inverted filters

My idea is to allow inverting filters.

For example (in reporting -> overview) you could select a tag but select an option to make the filter apply to all entries that do NOT have the tag. In my case that's a "Billed" tag I give to entries to mark them as billed. Has other use cases surely too!
