genesis: Add support for multiple bootstrap validators #8656

solana-genesis unnecessarily restricts genesis config to a single bootstrap validator. Rework the command-line args to support specifying multiple bootstrap validators, which for simplicity will all receive an identical amount of SOL for voting and as stake.
