Clean up package.json

Clean up all the packages and move them to proper locations.
Meaning moving them from global deps to devDeps.

One of few examples move @types/jest into devDependencies

@snoh666 I would like to contribute to this issue. So to clarify, all @types/ packages must be moved into the devDependencies within the package.json folder correct.

Yep, all the types packages should be in devDeps, but then you have to check other packages if they're also are in correct place. I feel like there are some that are wrongly placed and they aren't @types 😬

Current packages clean up problem

The react-scripts package provided by Create React App requires a dependency:

  "jest": "26.6.0"

Don't try to install it manually: your package manager does it automatically.
However, a different version of jest was detected higher up in the tree:

 {......}/node_modules/jest (version: 27.0.6)
