Rename skip.local to skip; document SkipRunner

Correct me if I'm wrong, but I think we want/need the script to be called skip, so that when I run gradle directly, the generated settings.gradle.kts will use the right skip off the $PATH.

The name skip.local just won't suffice for that use case, right?
