rtcagent is sending incorrect timestamp value

SIP Traffic captured from RTCagent is showing an incorrect call flow in HEPIC UI

Upon investigating the issue I find out that RTCagent is not sending timestamp value correctly.

RTCagent debug logs are attached in a file.

the rtcagent uses relative time from kernel. Need check if the time slice is correct
