Signal on Chrome, New Install Fails to Sync Messages with Android. #814

Bug description

I have signal on Android and it appears to be working well.

Steps to reproduce

Install Signal through chromium browser on Ubuntu 16.04 and sync the Android device.

Actual result:
No old messages appear, though new messages appear to be syncing correctly. (Not extensively tested as I haven't rebooted or anything.)

Expected result:
I expected old messages to appear.

Platform info

Andorid 4.0.4 and Signal 3.15.2 on HTC Thunderbolt
I am only using the Signal client, it is not set as the default SMS app.
Ubuntu 16.04 Gnome and Signal 0.13.0 on Thinkpad T530
