To speed up time till Signal Desktop is usable e.g. after waking an overnight sleeping notebook ,

Just to understand the background: why is it set to 60sec?

windows 10, signal v1.26.2

My guess is that the the reconnect timeout was set to a long 60 seconds in order for clients not to hammer the servers if there are some technical issues server-side.

A better solution would be to implement some increasing timeout, for example start out at 5 sec, then add 5 sec during each failed connect attempt up to 120 sec maximum.

Agree, this would be very nice to have.
