Search in Emoji picker does not work after transferring accounts

Bug description

After transferring my Signal account to a new Android phone, searching for emojis in the emoji picker no longer works (it just returns no results regardless of what is searched for)

Steps to reproduce

• Transfer an existing Signal account on an Android device to a new Android device
• Attempt to search for emojis in the emoji picker in both chats and reactions

Actual result: Describe here what happens after you run the steps above (i.e. the buggy behaviour)
Nothing shows up.
Expected result: Describe here what should happen after you run the steps above (i.e. what would be the correct behaviour)
Emojis matching the search term show up in the picker.
