This pull request includes an update to the pull request template to improve the process of submitting and reviewing pull requests.

Enhancements to pull request template:

  • .github/PULL_REQUEST_TEMPLATE.md: Added a section to encourage creating an issue for feedback before feature additions, referenced issues in PRs, and included a checklist for passing tests and linting.
