Are there plans to continue support for Shepherd with Techer EOLed? Will Shepherd transition to Popper.js?

With the amount of open issues and little commit activity in the last 12 months it kinda looks like Shepherd might be EOL too :(

Hi @davidashman I just got this transferred to me, and I will be looking into merging in the popper conversion. This will not be EOL 😃 . We could probably use a lot of help with the refactor going forward though!
