Publish All Forms operation timed out when executed

Executing the Publish All Forms endpoint results in a prolonged response time, ultimately leading to a timeout

Steps to reproduce the behavior:

1. Go to 'https://functional-api-test.azurewebsites.net/swagger/index.html?urls.primaryName=Permission'
2. Search for configuration forms and select it
3. Look for 'Publish All Forms' then expand IT
4. Click on 'try it out' then execute it
5. Wait until the endpoint completes
6. Actual Results: A 500 error gets displayed

Expected behavior
The endpoint should be executed successfully
