Why Raidforums but not other "cybercrime"-ish forums like cracked.io etc?

Raidforums is almost entirely data breaches, pirated software, etc. Why not more forums like this on here? Many are larger and already very easy to find anyways (just go to haveibeenpwned.com's list of pwned websites and search "hacking forum" or whatever).
