Deprecate plink functions

We should encourage people to start using bio2zarr and vcztools for plink conversion, rather than the functions in sgkit.

Agreed. I think we can add a noisy warning saying that we are planning on removing them soon. If no-one complains I think we can be fairly sure that they are not being used and can remove.
