Duplicating a sprite without any blocks does not trigger project changed state

Expected Behavior

Duplicating a sprite should trigger "Save Now" to appear in the menu bar.

Actual Behavior

Duplicating a sprite that does not have any blocks on the workspace does not trigger a project changed state.
