use pypa's cibuildwheel for wheel building

hi y'all. I've really appreciated using pypa's cibuildwheel for handling the complexity of building lots of wheels for different versions of python, OSes, and architectures.

would y'all be interested in a PR to use cibuildwheel?

@fgregg I went ahead and made a quick draft (#144). Since you've already offered your help, I'd be happy to hear your feedback about it! Hope it's roughly in the same direction as you've envisioned
