We first need to investigate how a dual-stacked AS looks internally after #1710 is done.

To give some context on the use case:

To run a dual-stacked AS, all infra (BS, CS, PS) and BR internal addresses need to be dual-stacked.

Hosts can be single stacked, either IPv4 or IPv6.

This is a scenario for ASes that want to support both types of hosts.
