The 4600H seems to be locked to 54W maximum. This is the default TDP for the CPU in my laptop, but its cooling system can exceed 54W, as it's capable of over 60W heat dissipation.
Is there any reason behind this? Is it a technical limitation, or are you not sure why this happens?

Some laptops do have hard limits, but it's unlikely you'll be doing a task that'll push the 4600H past 54w in the first place. Could you fill me in on how you're testing this?
Sure, I'm using Cinebench R20 to try and push the 4600H to its max, and hopefully get a top score. So far I've gotten 3297 as a max, boosting to 3.96 GHz.
Someone had suggested there was a hard limit of 7W/core.
No matter how I change the power limit, the package never goes above 54W.
