Adding feature to change actuator values

Just stumbled across eppy and I think adding features to change actuator values while the simulation is running will be nice.

It will make working with reinforcement learning much easier as if I combine eppy's parallelism features with fetching and setting values during the simulation, creating vectorized training environments will be much easier
