New UI: Long filenames + long admin alert kill topbar functionality. #773

Try the filename "Super Really Long Filename Test On New UI Before The Big Launch Because Excitement and Awesomeness That Needs To Be Longer So Stuff Breaks" on a 1600 pixel wide screen. Download/Reload/etc. options become unavailable.

Long filenames should get truncated by the UI as needed.

This is in part because of the long admin alert present on testrock (the white-on-purple text in the corner). I just shortened it, which should solve the problem. Admin alerts have caused a lot of problems in general; we should rework them. Fortunately they're usually not present.

Just tried this today. Now, all the icons except for the notification bell remain visible.
