This pull request is for the beta version of QuESt Equity including the powerplant replacement wizard.
It includes a modification of the data manager to download and process powerplant dispatch and pollution data. Powerplant replacement wizard calculates how much energy storage and PV would be needed to substitute for the dispatch of a given powerplant.
