This PR adds a Github Actions "Test" workflow that will test the built wheels on a multitude of python versions, nodejs version, and operating systems

@samwillis I have a WIP to fix #11 but wanted to add CI first so that I could test the change effectively. Are you open to that?

I also have a WIP for supporting arm64 musl nodejs jacobdr#3 that I want to stack on top, but I can't do multi-based PRs into another repo

@jacobdr Thanks, merged, thats awesome. I see you have some more WIP additions to this in your branch, thats great! I've unfortunately been a little tied up with other work and nodejs-pypi got a little neglected.

My plan was to eventually get GitHub actions setup to do automatic publishing of Node versions when they are released, this is a good step forward on that!
