I used SCEditor in my yii1 project & using v1.4.1, i can't use copy and past in chrome(Version 78.0.3904.108) , firefox (71.0 (64-bit))

I have no idea. It depends on your situation, including if that's a work PC, what configurations you changed in about:config (firefox) and about:flags (chrome) and also page-specific configurations.

i enable some of the options in my chrome://flags , but still issue is there

None of those appear to be about this.
This can be something new google decided for chrome. Not something I have any idea what and how to deal with.
