[DOCS] Pillar Encryption should mention shebang renderers

Description
The documentation only mentions using decrypt_pillar in the master config to define the pillar paths to be decrypted.

Suggested Fix
It's often easier to manage by defining the renderers in the pillar .sls instead, e.g. #!jinja|yaml|gpg for the default.

Thanks for opening this issue. Truthfully, I think all of our renderer docs really need to be improved. I'll see if I can get it in for Sulfur.
