dogecloud.com 的便宜 云存储是基于aws s3存储，不一样的是使用永久密钥进行获取临时密钥，永久密钥无法使用，这正是因为他们是腾讯云的代理商，但是相比之下它更便宜，并且功能似乎更多。
请求对其转向支持，这是我很需要的。

我没时间搞，有需要可以提个PR。参考现有的provider，增加一个就好了
