devDependencies gulp not being detected

I have "gulp": "^4.0.2" in devDependencies, but it is not showing when using tscheck.
gulp types seems to exist here: https://www.npmjs.com/package/@types/gulp
I have tried using tscheck --dev-dependencies but there was no differences.

version: 0.0.9.

as u can see, this project is a bit outdated but I can have a look and let you know what is going wrong.
