What it solves

Resolves #5110

How this PR fixes it

  • Extracts logic to get org safes into a hook
  • uses the safe list component on the org dashboard page.
  • Only shows the initial getting started screen if the user has not yet added any safes.
  • Adds view all buttons to navigate to the accounts and members pages.

How to test it

  • go to the dashboard of an org
  • if there are no safes added, you should see the initial getting started screen.
  • Once you have added some safes, you should see them listed on the dashboard.

It would probably be good if we limited the number of safes that we show on the dashboard i.e. via a prop. I suggest to add a TODO here to not forget about it.
