Update dependent crates to use v0.6.0

The v0.6.0 release of netlink-packet-utils was published but none of the other crates under rust-netlink have been updated to use it.

netlink-packet-core just needs a new release, since the main branch has already been updated to use v0.6.0
netlink-packet-sock-diag should be updated to use v0.6.0

I know that there are other crates too but I'd have to take some time to list all of them out. Both of the ones I listed are just the ones that affect me.

Because of the v0.6.0 release, dependabot PRs for netlink-packet-utils are essentially unmergeable.

We are merging netlink-packet-utils into netlink-packet-core to remove duplicate code on error handling at rust-netlink/netlink-packet-core#29 .
