Migrate `run-make/pgo-branch-weights` to `rmake`

Part of rust-lang#121876 and the associated [Google Summer of Code project](https://blog.rust-lang.org/2024/05/01/gsoc-2024-selected-projects.html).

This is a scary one and I expect things to break. Set as draft, because this isn't ready.

- [x] There is this comment here, which suggests the test is excluded from the testing process due to a platform specific issue? I can't see anything here that would cause this test to not run...

EDIT: This is specific to Windows-gnu.

- [x] The Makefile has this line:

I honestly can't tell whether this is checking if the target IS x86, or IS NOT. EDIT: It's checking if it IS x86.

- [x] I don't know why the Makefile was trying to pass an argument directly in the Makefile instead of setting that "aaaaaaaaaaaa2bbbbbbbbbbbb2bbbbbbbbbbbbbbbbcc" input as a variable in the Rust program directly. I changed that, let me know if that was wrong.

- [x] Trying to rewrite `cat "$(TMPDIR)/interesting.ll" | "$(LLVM_FILECHECK)" filecheck-patterns.txt` resulted in some butchery. For starters, in `tools.mk`, LLVM_FILECHECK corrects its own backslashes on Windows distributions, but there is no further mention of it, so I assume this is a preset environment variable... but is it really? Then, the command itself uses a Standard Input and a passed input file as an argument simultaneously, according to the [documentation](https://llvm.org/docs/CommandGuide/FileCheck.html#synopsis).

Cleanup: Fix up some diagnostics

Several diagnostics contained their error code inside their primary message which is no bueno.
This PR moves them out of the message and turns them into structured error codes.

Also fixes another occurrence of `->` after a selector in a Fluent message which is not correct. I've fixed two other instances of this issue in rust-lang#104345 (2022) but didn't update all instances as I've noted here: rust-lang#104345 (comment) (“the future is now!”).
Migrate `run-make/issue-53964` to `rmake`

Part of rust-lang#121876 and the associated [Google Summer of Code project](https://blog.rust-lang.org/2024/05/01/gsoc-2024-selected-projects.html).

This is extremely similar to rust-lang#125146. Could it be interesting to merge the two in some way? This one seems to do the same thing as the rust-lang#125146, but with an added check that a useless lint is not shown.

(Sorry about the [inconvenience](rust-lang#125224 (comment)) of all these PRs, this is the last one batched for today. I will discuss how we can cut these down a bit.)

The last check was previously commented out in the Makefile, and I have readded it. If it fails the CI, this can be reconsidered.

Use correct param-env in `MissingCopyImplementations`

We shouldn't assume the param-env is empty for this lint, since although we check the struct has no parameters, there still may be trivial where-clauses.

The test which is now called `non-pie-thread-local` has an unexplained "only-linux" flag. Could it be worth trying to remove it and changing the CI to test non-Linux platforms on it?
