compile-fail/issue-17718-extern-const.rs and compile-fail/removed-syntax-extern-const.rs test the same thing#19510

These two tests seem both to test that extern { const FOO: Bar; } is invalid. One of these (probably the issue-17718 one, because it’s newer) should be removed.
