something made tidy extremely slow when running it first time

When I run ./x test tidy --bless on my laptop, first invocation took around 4 minutes for some reason but this didn’t happen again. The same thing happened on my desktop machine. Something caused tidy to run extremely slowly when it's running first time on the system.

I can't seem to reproduce this on a fresh clone. (WSL, ubuntu x86_64-unknown-linux-gnu, latest commit)

But wait, this timing build message is for the whole build, i.e. ./x.py test tidy --bless but including various submodule checkouts, right? Or is this issue about tidy itself?

I am on WSL and im not on windows at all (aka im not on the C drive)
