Unrolled build for rust-lang#129505

Rollup merge of rust-lang#129505 - RalfJung:imm-ty-offset, r=davidtwco

interpret: ImmTy: tighten sanity checks in offset logic

Also make some debug assertions into assertions. (Will need to be perf'd.)
