More news templates

We should add more templates for different types of news. This would standardized the format of certain posts and make it easier for translators. We should also consider translating the templates.

• Ruby Release
• Security Announcement
• Upcoming Conference

We could either make namespaces for each translation or detect the language via ENV['LANG'].
