Remove 2.1-specific guards and specs

Since MRI 2.1 is no longer supported, 2.1-specific guards and specs should be removed from ruby/spec so we don't keep ancient behavior in the suite.
This should also help some keyword arguments specs as required kwargs did not exist in 2.1 IIRC.
