We had a production outage using dnscache. It seems that failed DNS lookups get cached indefinitely until it is manually refreshed.
This PR adds a time field to cached results so that we won't return old errors. The default duration is 1 second. It is a breaking change -- the old behavior can be somewhat emulated by setting
CacheFailDurationto a very large number.
