Update cargo-manifest dependency

The cargo-manifest dependency should be updated to at least version 17 to support Rust crates using the 2024 edition.

I installed cargo-ament-build directly from source. It also gives me the correct version:

cargo-ament-build                    0.1.9          /home/code/cargo-ament-build
