First release with a stable interface

This is the first release of the GitHub Action for the management of AWS Route 53 Record Sets.

This release implements the Basic Routing Policy from the AWS Route 53 service.
Upcoming Routing Policies will be added by increasing the minor version number: http://semver.org/
These additions won't break the interface which is implemented with this release.
