Some chapter heads can't access group adminstration

403 forbidden, while they are listed as the heads of the groups.

Group administration is gone, members list is used now instead with a filter on division. So I think this can be closed. Reopen if it's still an issue in members list as well.

The issue here also affects the member list filtered on division. Some heads somehow are not granted the correct perms.
