UI for creating components (codepen clone)

It would be awesome if we had a UI for creating/managing components. I'm thinking that it could be a revisionable entity (history of changes!) with 3 basic textareas:

1. html template
2. js code
3. css code

I'm thinking it would be sort of like Codepen (live preview would be amazing). and could steal liberally from asset injector especially code formatting.

Almost certainly a submodule. Would need to think about how to add library dependencies and possible component module extensions (like react_component, vue_component).
