Update placement scripts to support the new ClientConf format and Conjure fields.

add PantomIP subnets and version number
add Conjure Pubkey
remove limitations on usable decoys
add scanning for, and inclusion of, ipv6 decoys

Once these are complete

Enable automatic ClientConf updates (for tapdance) on the conjure branch of the client
