Who is this for and what problem do they have today?

deprecate the escape hatch storage_ignore_cstore_hints after a suitable amount of time from the deployment of the fix for #12687 has passed.

the deprecation process for a config should entails to disconnecting the use of it and updating the description to indicate that it's no-op
