Optimize Project Organization

I am a multi-language developer, but the project configuration method is not as flexible as c/c++ extension (which using a file inside .vscode folder to configure it directly and locally), which blocked me from integrating my setting generation script with java extension.

Assume we have a sample project folder:

sample
- .vscode
-- c_cpp_properties.json
-- java_properties.json
-- ...
- src
- - java
- - cpp
- - ...
-  lib
- - java
- - ...
- build.py

inside java_properties.json, there we can set the src folders, output folder and Java Runtime path like the following:

        "${workspaceFolder}/lib/java/*.jar"
    ],

Then it can work well for java src folders we set to.

So that's akin to defining yet another build descriptor.
Given that .vscode/settings.json already does the job, or that you have simpler alternatives like JBang scripts (with jbang-vscode), this doesn't look like high priority to me.

Um, I don't know how to say, but I implement my build script in Python3 and it generates config files. After I tested it out, there was nothing happened. I did not create the project from vscode run, just put all I needed together, and the built-in libraries just working fine by default, no third-party detected.

Also, I think it is better to use a language-specific name like java_properties.json instead of settings.json which will possibly confuse users.
