Is there any to check that ePub is loaded so then i can load highlights and notes. Sometimes it does highlight the text i think it sometimes eBook is not loaded

You don't need to, the highlights should be drawn automatically when the EPUB is ready. If it doesn't work in the latest version of the toolkit, please open a bug report issue.
