Bump elliptic and webpack in /src/React.Core/Resources/babel-legacy

Removes [elliptic](https://github.com/indutny/elliptic). It's no longer used after updating ancestor dependency [webpack](https://github.com/webpack/webpack). These dependencies need to be updated together.

Updates `webpack` from 4.43.0 to 5.104.1
