Summary:
Addresses concerns raised here: facebook/react-native#34803. From now on, it's expected from CLI to have Metro packages pinned to specific versions. And React Native to have RN CLI pinned to a specific version. This means, assuming users don't use "resolutions", we'll need to send PRs to RN whenever we release a minor/patch version to have the end users benefit from it.
