External issue triage GHA

This PR:

• Removes the Needs Triage Need team to review and classify label from the issue templates
• Adds in a GHA that automatically adds the label, and comments automatically when an issue is filed from someone outside the team.

Before we merge, we need to remove the ? - from the Needs Triage Need team to review and classify label, it breaks some integrations we have. DONE

Be sure to change the label before creating a new one without the Needs Triage. Otherwise you will have to deal with replacing one label with the other on all issues rather than just renaming the original.

I've also created a new label, External Issues filed by people outside the team , so we can continue to track external issues after triage easily. The GHA now adds both External Issues filed by people outside the team and Needs Triage Need team to review and classify .
