Add code formatting for the TS, JS, and JSON files we have (prettier)

The goal of this task is to:

• Add a new command make prettier that will reformat TS, JS, and JSON files in the Radius repository
• Add reformat check to the lint workflow to make sure that the command is run by the contributor before sending out the PR
• Exclude generated files from the command
